Why MoVACon 2026?


The New Motor Vehicles Act did for all of us - NGOs, Road Builders, Road Safety proponents, Intelligent Traffic System Experts, Law Enforcement Agencies, Trauma Care Experts and every person who has lost someone close in an RTA what we have not been able to do in the last 30 years individually.

In the year 2020, MoRTH participated in the Third High Level Global Conference on Road Safety for Achieving Global Goals 2030 where it was conceptualised to have zero road fatalities in India by 2030.

The World Economic Forum has, in collaboration with the Central Govt. of India, NITI Aayog and Union Road Transport Ministry launched a Road Safety 2.0 program in India. The project aims to introduce technology into all 4E’s of road safety – Education, Engineering, Enforcement and Emergency Care.

The timing is perfectly right to get together to do something collectively. As they say, “Strike the Iron when it is HOT”. And never has Road Safety Issues been so HOT.

And hence we, at Lifeline Foundation decided to host a Multi-Stake Holder National Conference on Road Safety, MoVACon2026.

Statistics have weighed in for long for a multi-stakeholder push towards Road Safety in India.

According to World Bank report, India has the highest number of road crash deaths with more than 400 fatalities a day; while India has only 1% of world’s vehicles, it accounts for 11% of crash related deaths. 1,50,000 lives are lost and 7,50,000 people are left disabled each year as an outcome of road crashes.

Road Safety experts, proponents of safer roads and safer vehicles, intelligent transport systems experts and road safety activist have never together along with policy makers and law enforcement authorities, put in a collective front to dissuade everyone who is responsible for a loss of life.

It is time to go beyond solitary actions; the 3 Es (Enforcement, Education and Emergency Care) need to act together; Road Safety needs to go beyond closed door meetings of only the sensitised or the technical experts. It needs to be on the Roads.

There still are many emerging challenges to Road Safety including but not limited to transportation of hazardous substances, management of HAZCHEM incidents, role of accident investigations for enhancing road safety, estimating the impact of existing road safety interventions etc. to name a few which MoVACon2024 will attempt to address. Spread across 3 days in February 2026, it aims at bringing national and international experts to deliberate on these.

At Lifeline Foundation, we pioneered Highway Trauma Care and secured multi-sectorial participation to influence Central and State Governments, academicians and corporates across South Asia to set up Emergency Medical Systems in India, Sri Lanka and Bangladesh.

More than a decade later, we want to go back to where we started from. Road Safety! MoVACon2008!

Hence we are back with Motor Vehicle Accident Management Conference MoVACon2026.

Our 1st MoVACon was hosted in 2008 and it addressed cross cutting issues for Road Safety including Hazardous Incidence Management, Social Activism, Media Awareness, Awareness of the issue, speeding of legal procedures, etc. This conference was attended by 314 delegates. It was the 1st conference in India that had bought various stakeholders together like NGOs, Government, Medical, Fire and Emergency Experts, Media and Social Activists to discuss issues on post-accident. MoVACon2020 had initiated a series of discourses amongst different stakeholders. It was attended by 309 delegates.

The country has seen many changes post this conference, especially in post-accident phase; one of the most significant changes of these is the Good Samaritan Guidelines. Moreover, the accessibility to ambulance has increased, 82% of the country is covered by 108.

MoVACon2026 will attempt to, through cross sectorial presentations and talks, create a platform for various sections of Road Safety proponents to come together and charter a course of joint action.
